There are a number of acute problems In the field which have not been solved. It is easy enough to ridicule the effectiveness of committees and commissions and to say that we know all the answers. The trouble is that in many fields. as I mentioned yesterday. we do not know the answers. In the field of migrant workers. for example. or with the problem of illiteracy we have real problems. Even with all the educational material available. we still have not come up with adequate national answers. Several Members on the other side of the aisle have criticized the cost of these programs.
