If Secretary Dulles is to persuade the French not to enter into that kind of negotiation. obviously the French will expect. instead. that the United States will play an increasingly larger part in the war. If we are to enter into the situation militarily. it is a question whether we shall have united action or not. In the current political situation. we shall definitely not have the support of a great percentage of the people of the Asiatic nations. who desire to maintain neutrality in the struggle. Therefore. should we try alone to maintain the struggle in Indochina under those conditions. I think our program would be doomed to failure.
