Mr. Chairman. I am sure you are all familiar with the problem of wetbacks after the discussion we had the other day. One aspect of the wetback. socalled illegal Mexican problem. is the question of the proper appropriation for the border patrol and the Immigration and Naturalization Service. If we really are trying to solve the problem of illegal entrants. we have to provide the Service with sufficient money to be able to police the border and to pick up the illegal entrants once they get into this country. I am not on the Committee on Appropriations and. therefore. I am not too familiar with the budget. but I am hitting an aspect of the appropriation which is wholly clear.
