Mr. Chairman. I am offering this amendment to make clear the intent of Congress when it established the Bureau of Security and Consular Affairs through the passage of H. R. 5678. the Immigration and Nationality Act of 1952. Public Law 414. There is nothing punitive about this amendment. It in no way refers to prior political activities of the individuals concerned. The State Department has vacillated in its reasoning. but steadily held the conclusion that the Director of the Bureau is not subject to the prohibition against political activity contained in the Hatch Act. The Civil Service Commission has at least informally indicated to the contrary.
