Mr. President. I desire to make a short rejoinder to the remarks of the Senator from Arizona. No Senator has been more determined in his efforts to obtain adequate appropriations for the proper enforcement of the immigration laws than has the distinguished Senator from Arizona. I am deeply indebted to him. I recognize the merit of his argument about the importance of regularized. standardized procedures of recruitment. Certainly I am not adverse to them. I wish to make that point clear. My feeling is based primarily on the manner in which we are now approaching and moving into this laborrecruitment program.
