There was no way to explore what could be done or should be done. This resolution is not based upon the mutual acceptance of an agreement or understanding between the two sovereign States involved. There has to be a demonstrated need as to the entrance of contract labor from Mexico over and above what the available domestic supply of labor in the United States can provide. I notice that the representatives of 40 State labor departmentsnot AFL or CIO. but representatives of the Governors of 40 of the 48 States of this great and glorious Republic and representatives of organized labor in 40 of the 48 Statesjoined in a common resolution in the 20th Annual Conference on Labor Legislation with respect to the very situation which we are discussing. They have something to say about the problem. They adopted a resolution with reference to the wetback problem and contract labor. The States whose representatives were not present include Arizona. Kentucky.
