The President has sent his distinguished brother. Dr. Milton Eisenhower. to South America to breathe good will. Yet the Congress of the United States. in utter disregard of the wishes of the Mexican Governmentthe Government of a free and sovereign state. a sister republic in the Western Hemisphere. and a partner in the Rio pactcompletely flouts the will of the Mexican Government. and is willing to authorize the entry of Mexican contract labor. despite the desire of the Mexican Government to negotiate a fair and equitable agreement. I say that the burden of proof rests upon those who want this kind of cheap labor.
