The celebrated Gouzenko case and the defection of the Red diplomat in Japan this year are indicative of individual dissatisfaction with communism by Red officials. I have presented a draft of this legislation to various agencies of the executive branch of our Government with the hope that the administration will support my proposal. Mr. Speaker. this is not a refugee bill nor is -it a bill to increase immigration quotas. It is legislation designed to promote the national security of the United States. In order to be eligible for admission to our country there must be a bona fide renunciation of communism and the escapee must be able to carry out his part of the bargain by supplying us with information.
