To avoid the possibility that members of a Communist officials family might be held as hostages. this bill would also allow his wife and children to enter the United States. Mr. Speaker. last fall. as a member of the Joint Committee on Immigration and Nationality Policy. I visited 26 countries. I found during the course of my travels. which took me into virtually every country on the perimeter of the Iron Curtain. from Berlin to Korea. that there are thousands of Communist officials who would defect if given proper encouragement. In the course of my discussions with many refugees from the Reds it was brought out that a large number of Communist government officials are civil servants from previous democratic governments who for their own personal safety have remained in the service of the Communists. To date our Government has barely scratched the surface in encouraging escape from behind the Iron Curtain. My legislation would provide a definite program of political asylum.
