Mr. President. a few days ago I inserted in the Appendix of the RECORD excerpts from a speech giving some observations and conclusions which I had made on my survey trip to a number of Asiatic countries last fall. I am convinced that we must find a more effective psychological approach to win the minds and hearts of the people of Asia. We must recruit the best and ablest Americans for the tasks of diplomacy. Unless we match our technical knowhow with equal skills in these fields. we may find that we are spending large amounts in our foreignoperations program without making ourselves acceptable to the people of these countries. 4DIX February 15 We must show them what America really is and what we are trying to accomplish.
