As a member of the Judiciary Committee. which now handles more than half the bills that are considered by the Senate. I can say quite frankly that I am repelled by the prospect of taking on even a part of this staggering burden. With the claims bills and private bills and immigration bills. and the multitude of other measures which are considered by the Committee on the Judiciary. the committee is now to be charged with considering executive agreements also. under the views and advocacy of some people. It seems to me fairly clear that the executive branch. as a matter of caution. would be forced to request the implementation of all executive agreements. on the off chance that any of them might affect our internal law. Is the Executive to say that some agreements are to be implemented by Congress. and others not?
