Mr. Speaker. Subcommittee No. 1 of the Committee on the Judiciary. having jurisdiction over legislation on immigration and nationality. is faced with an unprecedented influx of private bills. Two thousand and one of these were introduced in the first session of this Congress. and over 250 more have been referred to us during this session. The majority of these bills seek to change the status of one or more aliens unlawfully in the United States or temporarily here. Some of them seek waivers of the various provisions of the Immigration and Nationality Act. There are many among those bills that should never have been introduced. In order to cope with this situation the Committee on the Judiciary has adopted new rules of procedure applicable to private bills of this type. and my purpose today is to serve notice on all Members of the House that those rules are already in effect and since 418 of the 435 Members have introduced these bills.
