Mr. President. yesterday I introduced on behalf of the senior .Senator from Maine and myself Senate bill 2757. to amend the Immigration and Nationality Act to provide for the loss of nationality of persons convicted of certain crimes. I wish to make a few remarks on behalf of the sponsors of the bill. It will be recalled that in his state of the Union message the President called for legislation "to provide that a citizen of the United States who is convicted in the courts of hereafter conspiring to advocate the overthrow of this Government by force or violence be treated as having. by such act. renounced his allegiance to the United States and forfeited his United States citizenship." When we introduced the bill to accomplish this objective. we had in mind that a person who would commit the acts described by the President would be. in effect. transferring his allegiance from the United States to some other country.
