I have opposed it because I did not think it was in consonance with the national security of this country to authorize the admission of additional aliens at this time. I have not changed my opinion in that regard. But. Mr. President. I labored almost constantly over the space of more than 3 months on the Senate side to make this bill as tight as possible from the security standpoint and to protect the existing Immigration and Nationality Act in every provision. I did so because. as I have already told the Senate once. I was sufficiently realistic to know that this bill had a good chance of being passed.
