Mr. President. this amendment has a twofold purpose. One is to encourage these refugees to become citizens of our great country. take part in our Government. and become interested in the affairs of America. The other purpose is to prevent the abuse of our socialsecurity laws. If a refugee should come here and reach the age of 60 without becoming a citizen. if he worked six quarters. under the present socialsecurity laws of the United States. he could go back to Europe. or wherever he came from. and draw socialsecurity benefits for the rest of his life. at the expense of the taxpayers of the United States. The amendment Is that simple.
