All that it proposes is to open up the pool from which the 66.000 may be taken. It would not expand the overall number that can come in from overpopulated countries. I repeat this merely because it is absolutely important that we understand that all we are proposing. through the amendment now before the Senate. is to make it possible to bring in nationals as well as refugees of Italian ethnic origin who have gone to Italy only because they have been expelled from other parts of Europe and north Africa. It is a good amendment because it would carry out the suggestion made by President Eisenhower. I do not think its acceptance would jeopardize the bill in the least.
