I think a reading of the amendment should convince anyone that its requirements would be impossible of performance by the President of the United States. The language of the amendment is: Provided. That the President is authorized to suspend or terminate the issuance of visas under this act whenever he shall find and proclaim that other immigrantreceiving nations of the world are unjustifiably withholding or delaying their participation. to the extent of their fair share. in efforts to alleviate the worldwide refugee problem. In the first place. who are the other immigrantreceiving nations of the world? Must the President pass judgment on the other nations of the world to determine who should receive refugees and who should not? We should remember that West Germany has already received 10 million people from behind the Iron Curtain. We talk about what we have done. The Republic of West Germany has received many millions of people. not of German nationality. but who are citizens of other countries. How in the world is the President going to determine what is the fair share of other immigrantreceiving nations? I submit that this amendment is an effort to load the bill down with something which would be wholly unpalatable. and an attempt to kill the bill itself. I am sure the Senator from Indiana would not vote for the bill if we were to accept every one of his amendments.
