The quotas that we have. the number of distressed persons we desire to bring into the country under this particular legislation is a very special group. a selective group. By admitting this group we hope to implement our American foreign policy. They are people who are suffering as distressed peoples because of overcrowded conditions. excess population. and so on as the aftermath of World War II or as refugees. The second category. of course. as we said previously in debate is comprised of. refugees and escapees from behind the Iron Curtain itself who came into some of the areas immediately outside the curtain. We are not dealing in this legislation with the entire world. We are only dealing with certain selected areas to implement our American foreign policy.
