The passage of time has not resolved these problems but in many respects it has made them more intense and thus more dangerous to the national interest. President Eisenhower is keenly aware of this situation. He has been able to observe it at first hand and as a consequence he. too. has recommended the passage of emergency immigration legislation. The bill which is now before us advances the recommendations made in the last session by former President Truman and by President Eisenhower in his letter of April 22. 1953. There should remain no doubt in our minds that enactment of this legislation is in the national interest.
