R. 6481. I want to express my especial gratification with section 4 (b) and 4 (c). I was pleased to note that the House Judiciary Committee did not qualify these provisions by including the word "refugee" as contained in the Senate companion bill. S. 1917. It seems to me that considerable difficulty would be encountered in defining Italian and Greek refugees who are still in their home countries and perhaps consequently the allotment of 60.000 immigrant visas for Italy and 25.000 for Greece could not be utilized within the time limit specified in this measure. Permitting 60.000 Italians to enter the United States will be a contribution toward alleviating the prevailing poverty conditions resulting from the dense population of Italy. This would also be in response to the plea made by Premier Alcide de Gasperi before the 82d Congress that we open our doors to more of his people.
