If they are applicable then why substitute existing law by this affidavit? I say it is put in here for the purpose of enabling people to come to the United States who could not otherwise come in. You have to bear in mind this one very basic fact. namely. the people who will seek admission to the United States are the people who see no chance wherever they are. the people who are expellees and refugees who come into the American and British zones with their humble little possessions in a bagthat is all they have in this world. they have no friends. no relatives. If these people were Germans they would have come in under the German quotas--600 unused numbers last year. 600. I do not think these people are the kind of people our ancestors were.
