Speaker. this Is a dangerous bill. Its effect and its consequences will be farreaching. The very integritythe survival--of our immigrationquota system is involved here. Make no mistake about it. All the talk to the contrary does not change that fact. So. let us face it. If I were opposed to our quota system of admitting immigrants. as some of my friends are. I would do as the gentleman from New York [Mr. Celler] is doingI would fight for the passage of this measure. But being for the preservation of our quota system of choosing and admitting aliens. I am. naturally. very much opposed to this legislation. It will be recalled that only a few years ago when the postwar DP bill was pushed through Congress. which has resulted in the admission of some 400.000 aliens over and above quotas. some of us raised the question of the precedent that was being established. Some of us were apprehensive that the passage of that measure would have the effect of beginning the breakdown of our historic immigrationquota system. which was. indeed. already under considerable attack. If you will go back and read the debates you will find that strong assurances were given that nothing of the kind was intended and that the proverbial camel would not thereby get his head inside the tent. But now.
