Session #83 · 1953–55

Speech #830100512

The Department of State has stressed the need for this legislation as part of the administrations program to ameliorate the conditions of hundreds of millions of people living in Eastern Europe who have been subjected to oppression by one brand of totalitaria nism after another. Population pressures aggravated by those fleeing from persecution are causing conditions endangering the objectives of our American foreign policy. Communist domination has caused terrified persons to flee to the West to seek asylum from its persecution so that now these areas are densely overpopulated causing great economic difficulties. Most of the nations of the free world have made a great effort to assist in alleviating the situation. Twentytwo governments working through the Intergovernmental Committee for European Migration have tried to meet the problem.
