However. I feel that the bill covered by the rule provides for the assumption of a burden which we cannot avoid. Our allies in Western Europe are overcrowded and they are burdened with refugees. Certainly. if we know anything about our foreign policy. we know that we are encouraging the people to flee the Iron Curtain in an attempt to break down the hold of the communists on the satellite countries. How can we say on the one hand. "We encourage you to flee" but on the other hand say "We are not going to provide any place for you to go if you do flee." It has also been my observationI do not know as I am exactly correct about thisbut it has been my observation that we are trying to encourage other countries in the Western Hemisphere to take some of the burden of this refugee problem. So it seems to me that in furtherance of that much of our foreign policy as deals with trying to encourage these people to flee the satellite nations. the bill covered by this resolution is part of the burden we cannot avoid. even though it is a burden that many of us do not like to assume.
