Mr. President. at this late hour I hesitate to debate the pending measure. but I ask the indulgence of Senators who are present. few as they may be. to bear with me for a few minutes. I agree with my good friend. the distinguishbd senior Senator from Minnesota that. in large part. the development of our great country resulted from the diligence and efforts of the many immigrants who were permitted access to our shores in the early days of our national existence. At the time this influx of settlers began. and until about 40 years ago. this vast country could easily assimilate the people who desired to come to our shores. At that time farmland was in abundance.
