This bill does not do the slightest thing to correct the deficiencies. the evils. and the defects of the McCarranWalter Act. Not only does it do nothing to correct the basic defects of the McCarran Act. but it accepts and adopts them. It must be clear to many of the Members of the Senate that the chief obstacle to the orderly handling of this emergency immigration problem is. in fact. the national origins quota system and the McCarranWalter Act. I predict that dispite the terms of the pending bill which circumvent the quota limitations in the McCarranWalter Act. the other provisions of present law will operate. to a large extent. to frustrate and defeat the benign and humanitarian purposes of the pending bill. The McCarran Act must.
