The opinion has been expressed by the distinguished Senator from Nevada and by the distinguished Senator from Utah that under para.graph 2 on page 15 of the bill they would be taken care of. The language in subparagraph (2) of subsection 4 (a) reads as follows: (2) Not to exceed 13.000 visas to escapees residing within the European continental limits of the member nations of the North Atlantic Treaty Organization or in Turkey or in the Free Territory of Trieste and who are not nationals of the area in which they reside: Provided. That such visas shall be issued only in the area or areas mentioned in this paragraph.
