Session #83 · 1953–55

Speech #830100037

As one of its 18 sponsors. I pay my respects to the distinguished senior Senator from Utah [Mr. Watkins] who introduced this bill and. as chairman of the Subcommittee on Immigration of the Senate Committee on the Judiciary. has worked patiently and untiringly to evolve an area of agreement in favor of the bill. Although we are dealing with a measure which is temporary in nature and is occasioned by an existing emergency. its ramifications are worldwide and bear .directly on our position as the acknowledged leader in the struggle against Communist totalitarianism. Almost daily we are faced with reports of the tensions resulting from the serious refugee. escapee. and overpopulation conditions in friendly European nations. To the distress occasioned by the upheavals of the Second World War has been added the problems occasioned b y the constant stream of escapees from Communist tryanny. The President of the United States. cognizant of the yearning and the desperate needs of these unfortunate people for a ray of hope from our land of freedom. and acutely aware of the possible repercussions to our national security through the economic and political weakening of our allies. continually has reiterated the importance of our contribution to meeting this pressing problem. President Eisenhower has stated thatIt is imperative that we join with the other nations in helping to find a solution to these grave questions. These refugees. escapees. and distressed people now constitute an economic and political threat of constantly growing magnitude. They look to traditional American humanitarian concern for the oppressed. International political considerations are also factors which are involved.
