There are also included 17.000 refugees of Dutch ethnic origin residing in The Netherlands. and 5.000 refugees orsocalled adjustment case persons. who are already in the United States and who cannot return home. They become refugees under the terms of the bill. if they comply with the definition. That provision was put in to make it possible for the Attorney General. in cooperation with the Congress. to consider such cases. They must have come in legally.
