I can agree with some of the remarks made by my colleague from Rhode Island. but on the whole I think the provision as to 3 years. for example. is probably not understood. As a matter of fact. it would have been very difficult to screen the refugeesif we wish to call them thatcarefully and move them at the rate of 10.000 a month. and do the job in 2 years. I think the problem is a practical one. I could not see any reason on earth why we should try to set up the rate at 10.000 a month in connection with a program of this kind.
