Mr. President. I ask unanimous consent to have printed in the body of the RECORD an editorial which appeared April 25 on the Presidents emergency immigration program. I believe this editorial from the Washington Post is especially important since it points out not only the great need to admit into this country a portion of the worlds political and religious refugees. but also the fact that emergency legislation should not be confused with the basic need to revise the McCarranWalter Immigration Act. The editorial refers to a fine speech recently made by former Solicitor General Philip B. Perlman which I inserted in the RECORD of March 25. 1953. The editorial also speaks of the activities undertaken by organizations representing many diversified groups and members of both political parties which are directed at rewriting our immigration and naturalization laws. I am proud that my office has had a major share in coordinating this work. and within a very short time I hope we will be prepared to present to the Senate a new and comprehensive bill on this vital subject.
