Session #83 · 1953–55

Speech #830026885

Mr. Speaker. today I have introduced a bill to cut off one of the avenues of drug traffic to teenagers. namely. by closing the border between the United States and Mexico to minors. unless they are accompanied by a parent. legal guardian. or adult spouse. or can demonstrate to the satisfaction of the appropriate immigration officers. that they are not leavingthe United States for an illegitimate purpose. The Legislature of the State of California has memorialized the Congress to place such a statute on the Federal lawbooks and it is my belief that the wisdom of this request is unquestioned. The Bureau of Narcotics has just furnished me information that in the case of marihuana violations. alone. there were 501 violations occurring in the 4 States along the 1.500mile Mexican border. during the year 1952. while in the 11 States along the 3.0000mile Canadian border. there were only 158 reported violations during the same period of time.
