Public Law 78 of the 82d Congress. 1st session. was passed by both Houses of Congress in the summer of 1951. That is the act we are attempting to extend for 3 years. This legislation was approved on July 12. 1951. and gave the farmers in the 23 States who contract for this labor the privilege of using migrant labor in the harvesting of their crops for 3 years: for the years 1951. 1952. and 1953. So what is already on the statute books practically amounts to a 3year term. although it was approved in July 1951. and would extend until December 31. 1953.
