The Mexican farmlabor program has been in operation for 2crop years. It was supposed to solve the illegalentries problem. Yet. the number of wetbacks apprehended in the United State has increased so much that the Mexican Government is this year contemplating stationing Mexican troops along the border in an effort to prevent the flow of its citizens into the United States as illegal immigrants. Third. The facts indicate a possible relationship between the illegalentries problem and Mexican farmlaborimportation program. Up to the middle of World War II illegal immigration from Mexico averaged around 10.000 to 12.000 persons per year. The extremely large and sudden increase in the number of illegals started in 1944. The contractlabor program started the year before.
