They are ordinarily called "wetbacks" because they slip across the border and either wade or swim the river in many places. These Mexicans who enter the country illegally are the worst menace we have to contend with. They do not come in under our Labor Department or Agriculture Department. but when they enter the country illegally. many of them move north and undertake to stay in this country permanently and finally they get into competition with American labor and help to lower the standards of American labor. but it is almost impossible for the immigration authorities to prevent all of them from slipping into this country without a right to do so. The program under this bill. which is worked out by an agreement between the United States and the Mexican Government has done more to stop the large number of illegal entrants or wetbacks than anything else. The farm owners are cooperating with the Department of Agriculture and Department of Labor and they are refusing to employ Mexicans who enter this country illegally.
