Speech #830014529

Mr. President. I submit for appropriate reference a resolution calling upon the Senate Committee on Foreign Relations to conduct a full study and investigation of the effects of the present immigration laws of the United States on its foreign policy and its relations with other nations. The evidence is unmistakable that since the enactment of the McCarranWalter Immigration Act. many misunderstandings between our Government and other governments have arisen. These have been serious in the case of Norway. as I pointed out on the floor of the Senate last Friday. The degree of seriousness varies from country to country. but there is no question that the Communist Party has capitalized on the humiliation which many Europeans have suffered since the passage of the act. Immigration legislation has a.very direct effect on our Governments relations with other nations. It is a definite part of our foreign policy. I realize full well that the Senate Committee on the Judiciary has legislative jurisdiction over the details of our immigration laws. but the Senate Committee on Foreign Relations has a definite responsibility to look at those laws as they affect the foreign policy of our Government. It is in that spirit that I submit this resolution. The resolution (S. Res. 90). submitted by Mr. HUMPREY. was referred to the Committee on Foreign Relations. as follows: Resolved. That the Senate Committee on Foreign Relations. or any duly authorized subcommittee thereof. is authorized and directed to conduct a full study and investigation of the effects of the present immigration laws of the United States on its foreign policy and its relations with other nations. The committee shall report the results of such study and investigation to the Senate at the earliest practicable date. together with its recommendations for such legislation or other action as it deems necessary.
