I thank the Senator from New Hampshire for his contribution. The junior Senator from New Jersey remembers very well the sitnation which the Senator from New Hampshire describes. When I was in Berlin the last time. refugees were coming to the west side at the rate of 1.200 a day. so their number was even greater at that time. I think that was in August of last year. But. Mr. President. in addressing my fellow Senators today. there is one point I wish to make crystal clear. We are not dealing with a problem that is confined to any one nationality.
