Session #83 · 1953–55

Speech #830002281

Mr. Speaker. it is well Indeed that President Truman has submitted in his special message the report of his Commission on Immigration and Naturalization. At long last. there is public and official repudiation of one of the basic fallacies of our immigration policy. I refer specifically to the national origin theory which has been imbedded in our immigration law for over 3 generations. This discriminatory distribution of immigration quotas was carried forward into the McCarran Immigration Act and riveted to the structure of our law. This report represents a solidification of public sentiment against it. The national origin theory upon which our immigration law is basic has played havoc with our foreign relations. breeding resentment against us in foreign countries and mocking our protestations based on a question of equality of opportunity for all peoples. regardless of race. color. or creed. Remedial legislation is a necessity to wipe out provisions that create secondclass citizens to assure equality of treatment. Does our internal security demand that only Communists be barred from entry and that Nazis and Fascists be allowed to come in unimpeded?
