Session #82 · 1951–53

Speech #820245028

I can tell the Senate. from my own experience in the administrative departments. that all too frequently departmental committee recommendations merely confirm the fears of the weakest member of the committee. Indeed. in my observation this is not only true of committees in the Federal Government. but it tends to be true of committees in general. I hope that the Congress. in the pressure of these closing dayson the assumption that we uphold and sustain the veto of the President todaywill take the time to authorize the establishment of a committee of outstanding Americans. modeled after the Hoover Commission. as President Truman has urged. to make the fundamental study of our immigration policy which we so desperately need. as well as a study of our quota system. I am proud to be a cosponsor of the joint resolution to set such a study in motion. The joint resolution was introduced in the Senate yesterday and referred to the Senate Judiciary Committee. Mr. President. I trust it is not too much to hope that Congress may also enact the temporary emergency immigration legislation urged by the President on March 24 and now embodied in the HendricksonCeller bill. That bill authorizes the admission of 300.000 Europeans. many of them refugees from Communist terror. The total number is spread over the next 3 years. so that there would be admitted 100.000 a year. which is approximately onefifteenth of 1 percent of our population. The whole 300.000 is only onefifth of 1 percent.
