Session #82 · 1951–53

Speech #820245017

Thb State Department literally took that critical memorandum to pieces and showed it up for what it wasa piece of chicanery. But the Presidential veto message does not reveal any of that. The President has vetoed this bill because it fails to repeal existing law. because it fails to tear down the barriers which Congress has erected to protect this country against a flood of unregulated immigration. Toward the end of the veto message. the President gets to one of the points which seems to concern him most. There is a frantic overtone in the veto message when it speaks of the provisions respecting the joint congressional committee on immigration and naturalization policy. The President complains that this committee "would be given powers over the executive branch which are unusual." Specifically. the President says. this section of the bill would provide thatThe Secretary of State and the Attorney General shall without delay submit to the committee all regulations. instructions. and all other information as requested by the committee relative to the administration of this act. The President objects most strenuously to that provision.
