Session #82 · 1951–53

Speech #820241174

There was involved the question of what we were going to do after the peace treaty was signed. The feeling was that we should help to improve relationships. I think I quote Mr. Dulles correctly in saying that he expressed himself to the effect that we should help to develop better relationships. Even though we did not come to a final conclusion about how the matter should be approached. there could be provided a temporary quota system while negotiations are going on. I am thinking of the psychological effect of the first act of the United States after signing the treaty with Japan being to apply a tariff to an industry which means much to the Japanese.
