If the President should veto the bill. it is our intention to fight vigorously to sustain the veto. Immigration policy is a matter of fundamental principle. It is a matter of our foreign relations. It is a matter of our own domestic relations. As I conclude I wish to say that as America prepares for the leadership it is to give the world. every action we take in the world. in terms of human beings. colors or in some way or other affects our great foreign policy.
