It allowed 150.000 people a year from all over the world to come to this country. and of that number. it allotted 66.000 numbers to Great Britain. It granted 18.000 to Eire. the balance to all other nations. Year after year. neither Great Britain nor Eire used their total quota and under the immigration laws. those numbers were lost. Nobody can use them. This bill continues the same system. Is this reasonable?
