Carl and Frank. who have large farms located along the river south of Pharr and San Juan. Tex. These two brothers are among the largest operators in this territory and are both active in civic affairs in their community. They are violently opposed to immigration laws and to the personnel of the border patrol in trying to enforce such laws. They make open threats against individual patrol inspectors and the patrol as a unit and place every obstacle at their command in the way of the patrol in an effort to hamper them in their operations. Hundreds of aliens are apprehended from their farms weekly.
