His bookkeeper and manager is a brotherinlaw of George Parr. political leader of south Texas. Frank Russell consistently uses large groups of illegal aliens in his operations and shows a complete disregard and contempt for all immigration laws. Carlos G. Watson. Mr. Watsons employees quite often refuse to pay aliens who have been apprehended on his property and who have been employed by him. and he consistently challenges the authority of the Immigration Service.
