Mr. President. I should like to address a question to the Senator from Nevada. if I may. with regard to his construction of a provision which appears in the pending bill. Section 212 (a). found on page 49. provides: Except as otherwise provided in this act. the following classes of aliens shall be ineligible to receive visas and shall be excluded from admission into the United StatesA list of classifications follows. in which the following appears on page 54 of the bill: (19) Any alien who seeks to procure. or has sought to procure. or has procured a visa or other documentation. or seeks to enter the United States. by fraud. or by willfully misrepresenting a material fact. I should like to ask the Senator from Nevada whether he would consider from the legislative record that the words "willfully misrepresenting a material fact"-
