Session #82 · 1951–53

Speech #820215196

The HumphreyLehman bill has the same provision. but an amendment is shortly to be proposed continuing the present law and providing that the citizen is expatriated only if he takes the oath. The McCarran bill in effect creates a conclusive. unrebuttable presumption that if an oath is required. it was taken. This conclusive presumption was severely criticized by the National Council on Naturalization and Citizenship and the Association of Immigration and Nationality Lawyers. It will have these effects. Either it will expatriate those Americans who take such jobs or. and I think this will be more likely. the net result of the McCarran bill will be that Americans will not take these jobs.
