Let me pause to say to my distinguished friend from Illinois that if he and his colleagues succeed in putting through the pooling arrangement. all the immigrants who will come in through the pool. under the control of bureaucrats. will be from two or three or four countries. The quotas in the pool would not be widely distributed. That is not the purpose.
