The way is therefore left open under S. 2550 for the socalled special inquiry officer. who is really a hearing officer. to present evidence and to crossexamine. and. in effect. therefore. to prosecute in that very case. He is also free to investigate other cases and. hence. to develop the frame of mind of an investigator.
