Session #82 · 1951–53

Speech #820214121

It was so rigged as to make it extremely difficult for persons from southern and eastern Europe to enter the United States. The position of those of us who are seeking to secure approval of what we believe is a better bill is that the unused quotas should be pooled and then apportioned on some basis other than that of nationality. Perhaps I should point out that the difference between the short bill which has been offered as an amendment. and the long bill which was introduced by the same sponsors earlier in the session is that whereas the long bill would increase the total number of immigrants from 150.000 a year to approximately 250.000 a year. the short bill does not change the total number of 150.000. In the pending substitute we are merely proposing that the unused quotas shall be pooled and transferred on some basis other than that of nationality. What then is to be the basis for distributing these unused quotas if it is not to be nationality?
